The town of Lakewood is a mayor-council municipal government, comprised of a legislative body in the city council and an elected executive in the mayor.

At the time of the 2015-2016 murder sprees, the office of the mayor was held by former long-time city councilmember Quinn Maddox, who was elected in November 2012.

History

Quinn Maddox was elected to the city council on November 8, 1994, riding a wave of public outrage over the town’s inability to prevent the Brandon James killings, which had occurred the week before.1

Quinn was elected mayor on November 6, 2012, in a landslide victory. While Quinn enjoyed broad public support through his first term, he was constantly at odds with his former colleagues on the council, and viewed cooperating with the legislature as an inconvenience.

On the evening of October 18, 2015, Quinn’s daughter Brooke “bribed” the council to meet on a Sunday, in an attempt to get Quinn out of her hair so she could throw a lavish house party.2 As it happened, that was the same night as the murders of Stacy Winters and Brock Carmichael, kicking off the Lakewood Slashings.
